Jiangsu Province had become the first National Environmental Monitoring Station standardization province in late 2013 accepted by the Chinese Ministry of Environmental Protection,on the basis of the Jiangsu Province's experience,for the quantitative assessment of environmental monitoring stations standardization performance,based on the evaluation index of "State environmental monitoring stations standardized acceptance rates approach",this article had tried to build Environment Monitoring Station effectiveness evaluation index system,which formed about one first-level indicator,five secondary indicators and 12 third-level indicators by application of AHP (analytic-hierarchy-process) method to determine the indicator's value.After making integrated decision by experts scoring to determine the evaluation index weights,and calculated comprehensive performance index with statistical data.The results show that:the province laboratory conditions,equipment,monitoring data,published scientific papers had rapidly grow up,but staffing needed to be further expanded.It had provide quantitative evaluation reference for government department to assess financial investment performance and optimize management decisions.
