Construction and Practice of Assessment System for Integrated Management of Soil Waste Agricultural Film—A Case Study of Xinjiang Production and Construction Corps(XPCC)
In order to manage waste agricultural film scientifically and rationally,test the effectiveness of the comprehensive governance of abandoned agricultural membranes,a complete assessment system should be established to test the effect of comprehensive management of waste agricultural film in Xinjiang Production and Construction Corps(XPCC),formulated the annual assessment objectives and tasks of each division of XPCC,proposed a whole process method for soil waste agricultural film assessment and measurement,and formed assessment and evaluation guidelines covering organizational structure,financial subsidies,recycling,supervision and inspection,acceptance of reports,law enforcement and publicity.The comprehensive management and evaluation system has been constructed,which includes basic support layer,data layer,application layer and user layer.The practive results show that the residual amount of abandoned agricultural film in XPCC has been obviously reduced,the comprehensive management system has been gradually improved,and the industrialization development mode has basically taken shape.This set of technical system and implementation model of comprehensive management of waste agricultural film can provide reference for other regions to evaluate the effectiveness of comprehensive management of waste agricultural film.
