Design of Evaluation System for Modernization Capability of Ecological Environment Monitoring in Sichuan Province
The current situation and existing problems of environmental monitoring capacity assessment in China are summarized from the perspective of the demand for capacity assessment in environmental management,and the necessity of capacity assessment is analyzed from the perspectives of current and future requirements,business execution and local management requirements in this paper.A system suitable for modernization capacity assessment of ecological environment monitoring in Sichuan Province is designed from five aspects:basic capacity of environmental monitoring institutions,monitoring management,business level,achievement innovation and talent cultivation.The modernization capability evaluation system includes 5 primary indicators,14 secondary indicators,54 tertiary indicators,and 79 evaluation items.Among the 79 evaluation items,there are 61 basic items and 18 forward-looking asterisk items.Through capacity assessment,grasp the rationality and scientificity of ecological environmental monitoring capacity construction,promote the improvement of the capacity and effectiveness of ecological environmental monitoring institutions,and promote the ecological environment monitoring institutions to effectively perform their duties,and provide high-quality services for environmental management needs.
