摘要
为了在全球范围内控制和防止船舶造成污染,国际海事组织制定了《国际防止船舶造成污染公约》等一系列公约规则.然而,随着各国实施和研究的推进,船舶污染物的监督和管理出现了越来越多新的风险和挑战,其中就包括船舶生活污水和灰水,如不积极应对可能造成水域环境破坏.通过分析国际社会在船舶生活污水和灰水监管中存在的风险和挑战,提出参考建议.
Abstract
In order to control and prevent pollution from ships on a global scale,the International Maritime Organization has developed a series of conventions and rules,including the International Convention for the Prevention of Pollution from Ships(MARPOL).However,with the implementation and research in member states,there are more and more new risks and challenges in the supervision and management of ship pollutants,including ship sewage and gray water.If not actively responded to,it may cause damage to marine environment.This paper analyses the risks and challenges in the international community in the regulation of sewage and grey water from ships and proposes relevant suggestions for reference.
