摘要

随着第四次工业革命的发展,智能船舶技术的研发与应用引起航运顶层制度与产业结构发生变化,未来还将对船员队伍的建设与管理造成深远影响,催生新的船员职业类型、工作模式、考培模式、监管标准等,也对船舶工作人员提出更高的技能需求.为此,从船员职业发展和船员管理视角,对智能船舶技术发展概况及其对船员的影响进行分析,并提出政府、企业、院校、社区四方联动,建立"终身学习"机制,引导船员开展职业升级或转型;紧跟国际形势,完善船员相关立法;立法出台前,适用等效原则对智能船舶相关人员予以管理等应对建议.

Abstract

With the development of the fourth industrial revolution,the research and application of intelligent ship technology has brought forth changes in the law system and industrial structure of shipping,and will have a profound influence on the development and management of seafarers in the future.It will give birth to new occupational categories of seafarers,working modes,training modes,regulatory standards,etc.,and will also put forward higher skill requirements for those serving on board.From the perspective of seafarer development and management,this paper conducts an overview on the development of intelligent ships,analyzes its impact on seafarers,and puts forward three suggestions,i.e.,establishing a"lifelong learning"mechanism to guide the occupational upgrading or transformation of seafarers through a four-party coordination between the government,enterprises,colleges and communities,keeping up with the international situation and improving relevant domestic legislation,applying the principle of equivalence in the management of the personnel related to intelligent ships before the promulgation of relevant legislation.
