海上风电施工平台作为新形式的大型海上施工船舶,船检类型为非机动船,不适用于《中华人民共和国船舶最低安全配员规则》,目前尚未有明确的最低安全配员标准或规范要求,平台的运行管理及人员管控存在一定的盲区和安全隐患.规范海上风电施工平台人员配备有利于保障海上风电等重大水工的工程项目进度、船舶安全运行和人员规范管理,对保护海洋环境,维护海上施工及人员安全具有积极意义.
Abstract
As a large maritime construction ship of a new model,the offshore wind power construction platform ship falls into the category of non-propelled ships in terms of ship survey.The Minimum Safety Manning Rules for Ships of the People's Republic of China does not apply to such ships and there are no explicit minimum safety manning standards or rules for such ships,which gives rise to blind areas and potential dangers in the platform operation management and personnel management.To regulate the manning of offshore wind power construction platforms is conducive to ensuring the progress of key maritime projects including offshore wind power,safe operation and standardized personnel management.It is also significant for the safety of maritime construction and relevant personnel.
