摘要
2021年新修订的《中华人民共和国海上交通安全法》(以下简称新《海安法》)是我国海运领域的基础性法律.新《海安法》强化船员管理,凸显船员权益保护,为实施《关于加强高素质船员队伍建设的指导意见》奠定了坚实的法律基础.海事管理机构对船员的监督检查及违法行为查处是新《海安法》与指导意见实施的强力保障,是在《交通强国建设纲要》的总体框架下,全面推动高素质船员队伍建设的重要推手.
Abstract
The Maritime Traffic Safety Law newly amended in 2021 is a basic law in the domain of maritime transport in China.The new Maritime Traffic Safety Law strengthens the management of seafarers,highlights the protection of seafarers'rights and interests,and lays a solid legal foundation for the implementation of the Guiding Opinions on Strengthening the Development of High-quality Seafarers(hereinafter referred to as the Guiding Opinions).The supervision and inspection of seafarers by the maritime administration and the investigation and punishment against illegal practices is a strong guarantee for the implementation of the new Maritime Traffic Safety Law and the Guiding Opinions,and an important driving force for comprehensively promoting the development of high-quality seafarers under the overall framework of the"Outline on Building China's Strength in Transportation".
