集装箱船载货区域消防安全分析研究

摘要
以集装箱大型化的发展及随之而来的集装箱船载货区域火灾突发增加为研究背景,对集装箱载货区域防火要求、火灾特点和消防难点进行分析研究,根据分析研究结果并结合实际情况,建议对《国际海上人命安全公约》《海员培训发证和值班标准国际公约》相关条款进行修订,以满足集装箱船舶大型化带来的消防安全要求,从而从源头上解决大型集装箱船舶载货区域消防安全问题,对集装箱载货区域火灾问题的解决具有重要的现实意义.
Abstract
Taking the development of large-scale containerization and the consequent increase of fire outbreaks in the cargo area of container ships as the research background,the paper analyzes the fire prevention requirements,fire characteristics and fire prevention difficulties in the cargo area of containers.Based on the results of the analysis and research and in view of the actual situation,it proposes that the relevant provisions of the SOLAS and STCW Conventions should be amended in order to satisfy the fire safety requirements brought about by the large-scale container ships,so as to solve the issue of fire prevention and safety of the cargo area of large-scale container ships from the source,which is of practical significance for the solution of the problem of fires in the cargo area of containers.
