The rule of"no punishment to first violation"is a novelty in the field of maritime law enforcement.Without proper implementation during the law enforcement process,it may lead to situations such as"indifferent law enforcement","arbitrary law enforcement",and"law enforcement inaction".Through analyzing the problems encountered in maritime administrative law enforcement practice,the paper proposes suggestions on optimizing the regulations and the law enforcement methods in order to ensure the proper implementation of relevant measures.
