Economic Thinking on the Process of Maritime Duty Performance

摘要
海事职责特性中的"经济性"重要且相对复杂,主要通过履职行为产生.从海事履职行为认知出发,分析海事管理机构的履职行为对航运市场和港口经济发展的影响,结合安全、效率、发展三个维度,对积极经济影响进行梳理,就如何实施具体的经济影响提出意见建议,以期为海事政策制定提供参考.
Abstract
The"economic property"in the characteristics of maritime duties is important and relatively complex,which mainly arises from the performance of duties.Proceeding from the cognition of maritime performance behavior,this paper analyzes the impact of maritime adminitrative agencies'duty performance on the shipping industry and port economic development,studies the positive economic impact from the three dimensions of safety,efficiency and development,and puts forward opinions and suggestions on how to exert the specific economic impact,in the hope of providing references for the formulation of maritime policies.
