摘要
目前宁波地区港口经济快速发展,港口拥堵现象时有发生,为优化港口资源配置,提高港口服务效率,有必要对港口繁忙程度进行有效评估,因此提出港口繁忙指数这一概念.通过分析已有的指数类型和构建模式,确定了基于横向比较的港口繁忙指数构建方法,形成了港口繁忙程度评价指标体系,建立了港口繁忙指数模型,并依托东海航海保障中心宁波航标处AIS数据库对宁波舟山港北仑第二集装箱码头和大榭码头的繁忙指数进行计算,验证了该模型的有效性.
Abstract
At present,with the rapid development of port economy in Ningbo,port congestion occurs from time to time.In order to optimize the allocation of port resources and improve the efficiency of port services,it is necessary to effectively evaluate the port congestion.To this end,the concept of port congestion index has been put forward.By analyzing the existing index types and construction modes,the construction method of port congestion index based on horizontal comparison is determined,the evaluation index system of port congestion degree is developed,and the port congestion index model is established.Based on the automatic identification system(AIS)database of Ningbo AtoN Division of Eastern Navigation Service Center,the congestion index of the Beilun Second Container Wharf and Daxie Wharf at Ningbo Zhoushan Port has been calculated,verifying the effectiveness of the model.
