对南沙岛礁建设施工船舶海事监管的思考

对参与南沙部分岛礁建设的施工船舶在海事监管中出现的问题和原因进行分析,借鉴国内部分海事管理机构在水工施工过程中的海事监管经验,对进行岛礁建设的施工船舶提出海事监管对策,解决当前海事部门在南沙岛礁建设过程中涉及水工作业船舶及运输船舶监管的问题,进而提高海事部门在水工作业中的海事监管与公共服务水平,为海事服务国家南海战略开发提供坚实保障.
Abstract
This article analyzes the problems in the maritime supervision of the construction vessels involved in the construction of some islands and reefs in Nansha and the causes for the problems,and draws on the experience of maritime supervision of some domestic maritime administrative agencies in the process of maritime engineering construction.It further puts forward countermeasures on the maritime supervision for the construction vessels engaged in the construction of islands and reefs in Nansha,aiming to solve the problems faced by the maritime department in the supervision of maritime project vessels and transportation vessels during the construction of Nansha islands,in order to improve the level of maritime supervision and public service of the maritime administration in the maritime project,and provide a solid guarantee for the maritime service of the national strategic development of the South China Sea.
