摘要
受限于船艇航速、吃水、主机能耗等因素,传统的海事巡航执法手段无法全面满足海区巡航高覆盖率和高频度的执法要求.无人机技术可进一步完善海事监管体系,提升海事监管能力,满足水上交通安全治理体系和治理能力现代化的要求.通过归纳无人机在海事巡航执法方面的探索与实践,为海事无人机的全面化、系统化运行提供借鉴.
Abstract
Due to the limitations resulted from factors such as ship speed,draft,and engine energy consumption,traditional maritime cruise law enforcement methods cannot fully meet the high coverage and high-frequency law enforcement requirements of sea area cruising.The use of the unmanned aerial vehicle(UAV)technology can further improve the maritime administrative system,enhance capabilities,and meet the requirements of modernizing the water traffic safety governance system and governance capabilities.Based on a summary of the exploration and practice of UAVs in maritime cruise law enforcement,the paper provides reference for the comprehensive and systematic operation of maritime UAV.
