摘要
传统的内河巡航管理模式难以对工作效果进行有效评价,为解决这一难题,江苏交通执法以标准化巡航航段划分工作为切入点,建立了以巡航航段作为计划制定、计划执行、记录录入基本对象的工作模式,同时制定工作制度、引入监督机制,创新考核方法,初步构建了以巡航航段为中心的内河巡航管理体系,为内河巡航业务的精进作了有益探索.
Abstract
It is difficult to effectively evaluate work performance under the traditional inland river cruise management mode.To tackle this issue,the transportation law enforcement of Jiangsu has taken the standardization of cruise segmentation as an entry point,established a work model where plan formulation,execution,and record entry all take cruise segments as the basic units.Meanwhile,work systems have been developed,supervision mechanisms have been introduced,and assessment methods have been improved,thus enabling the preliminary establishment of an inland river cruise management system centered on cruise segments,and making a beneficial exploration for the improvement of inland river cruise.
