通过探讨公正文化在海事安全管理中的应用和实施,使各方能毫无保留地提供与安全相关的信息,如安全险兆事件报告,船员提出问题并向公司的管理层和海事主管机关反馈,促使海事主管机关在行业层面改进管理规则,将真正存在的风险隐患及时反馈给船舶,提升安全水平.
Abstract
Based on the discussion on the application and implementation of impartial culture in maritime safety administration,it is intended to ensure the provision of safety-related information by parties concerned without reservation,e.g.the dangerous situation incident report.Seafarers raise questions and report to the management level of the company and the maritime administration,in order to enable the maritime administration to improve the management rules at the industry level and provide ships with timely feedback on the truly existing risks and hidden dangers,thus enhancing safety.
