通过介绍《2009年香港国际安全和环境无害化拆船公约》(以下简称《香港公约》)涉及修船业的条款国内法律法规对船舶有害材料控制、清单制作的相关要求,以及船舶有害材料控制、清单制作的基本知识,以舟山修船业为例对我国修船业履行《香港公约》的现状进行了调研和深入分析,提出了基于履行《香港公约》的我国修船业高质量发展对策.
Abstract
This paper identifies the provisions concerning the ship repair industry in the Hong Kong Convention and the relevant requirements of domestic laws and regulations on the control of hazardous materials and the formulation of the inventory of hazardous materials for ships.Furthermore,it introduces the basic knowledge on the control of hazardous materials for ships and the formulation of the inventory.Taking the ship repair industry in Zhoushan as an example,it conducts research and in-depth analysis on the current situation of the implementation of the Hong Kong Convention by the ship repair industry in China,and proposes countermeasures on the high-quality development of China's ship repair industry based on the implementation of the Hong Kong Convention.
