立足海事监管职责,从海上休闲船舶安全监管现状、存在的问题及监管责任、破解安全监管难题的思路三个方面进行深入分析,以求厘清监管责任,探索运用共管共治机制,通过"疏堵结合"有效破解海上休闲船舶监管难题.
Abstract
Based on the responsibilities of maritime administration,this article conducts in-depth analysis from the three aspects of the current situation of leisure ship at sea,existing problems and supervision responsibilities,and solutions for the safety control problems in order to clarify supervision responsibilities.it also attempts to use the co-management and co-governance mechanisms to and combine.dredging and blockage to effectively solve the problems of supervision over maritime leisure boats.
