基于管理体系的基本原理,分析了近年来航运公司安全管理体系存在的适用性差、系统性差、臃肿复杂等问题及产生原因,从灵活理解规则、内容优化、减少纸面工作三个维度提出了优化精简安全管理体系文件的具体方法.
Abstract
Based on the basic principles of the management system,this paper analyzes the problems of limited applicability,inadequate systematization,complexity in the safety management systems of shipping companies in recent years as well as the causes for the above problems.It also puts forward methods for optimizing and streamlining safety management system documents from the three dimensions of flexible understanding of rules,content optimization,and reduction of paper work.
