摘要

通过分析"陆海空天"一体化水上交通运输安全保障体系"陆基"建设在基层"最后一公里"存在的堵点问题,以北仑海事处为例,结合宁波舟山港北仑港区作为典型核心港区的特点及辖区破解问题的实现路径,同时介绍了基层海事"最后一公里"工作模式的具体做法和探索.

Abstract

This paper analyzes the"last kilometer"issue in applying the"land-based"construction of the"land,sea,air and space"integrated maritime transportation safety system in grassroots maritime administration.Taking Beilun Maritime Division as an example,this paper proposes the implementation path to solve the problems,based on the characteristics of Beilun,Ningbo Zhoushan port area as a typical core port area and the actual conditions of the area under jurisdiction.Meanwhile,the paper introduces the specific approach and exploration of the"last kilometer"working mode of grassroots maritime safety administration.
