船舶搁置存在许多安全风险和隐患,目前国内法规对于船舶搁置状态下的相关规定并不明晰,海事监管存在模糊地带,通过研究国内搁置海船的海事监管对策,旨在助企纾困并做好搁置海船的监管与服务工作.
Abstract
There are many safety risks and hidden dangers in ship shelving,whereas the relevant provisions of domestic laws and regulations are not explicit,and there is a vague area in maritime supervision.This paper studies the maritime supervision countermeasures of shelving sea-going vessels in China,in order to help enterprises to cope with the difficulties and facilitate the supervision and service of shelving vessels.
