国内船员服务资历的认定和管理

摘要
船员是影响水上交通安全的关键因素,船员服务资历既是体现船员技能水平的重要依据,也是船员适任及职务晋升的必备条件,而服务资历核查是甄别船员适任的重要手段.结合船员适任证书核发工作实际,以船员服务资历造假的典型案例为切入点,分析海事管理机构审查船员服务资历存在的问题及困难,并提出核查的工作方法及管理建议,为海事管理机构后续开展船员服务资历核查工作提供借鉴和参考.
Abstract
The seafarer is a key factor affecting the safety of waterborne transportation.A seafarer's service qualification is not only an important basis for reflecting the skill level of the seafarer,but also a necessary condition for the seafarer's fitness for duty and job promotion and the verification of service qualification is an important means to determine whether a seafarer is competent for duty.In view of the actual practice in seafarers'competency certification and taking typical cases of seafarer service qualification forgery as the entry point,the paper analyzes the problems and difficulties of the maritime administration in checking seafarers'service qualification,and puts forward work methods and management recommendations on the the verification,aiming at providing reference for the maritime administration in the future verification of seafarers'service qualification.
