摘要
近些年,东北地区大力发展冬季特色文化旅游.哈尔滨冬季冰雪旅游的火热,让冰上旅游气垫船也成为"网红",然而背后却存在船舶易失控、易发生人船相撞等重大安全风险,同时面临监管职责不清、管理依据缺乏、运营人员安全意识淡薄等问题.通过总结哈尔滨在推进冰上旅游气垫船管理落实的先行先试经验,探究如何深化冰上旅游气垫船安全监管.
Abstract
In recent years,the northeast region of China has conscientiously implemented the concept of"ice and snow are also mountains of gold and silver",and vigorously developed the cultural tourism with winter characteristics.The popularity of ice and snow tourism of Harbin in winter has made ice tourism hovercraft an"Internet celebrity".However,under the sudden prosperity of ice tourism hovercraft,there are significant safety risks such as ship's loss of control and collision between people and ships.Meanwhile,the industry faces problems such as unclear regulatory responsibilities,lack of management basis,and weak safety awareness among operators.This article summarizes Harbin's pioneering experience in promoting the management and implementation of ice tourism hovercraft,and explores the approach to deepen the safety supervision of ice tourism hovercraft.
