客船安全检查历来是船舶监管的重点,客船舱室中乘员具有相对集中、人员密度大的特点,客舱的通道布置关系到紧急情况下乘客撤离逃生有效性,若通道不能直接、便捷的引导旅客向开敞甲板和救生设备所在位置方向疏散,将严重影响危急情况下乘客的逃生机率,造成伤亡事故发生.海事部门在客船集中安检中发现一处涉及客船围蔽处所内的乘客舱室通道布置不满足法规要求的缺陷,具有典型特点和分析意义.
Abstract
The passenger ship safety inspection has always been the focus of ship supervision.Passengers in the cabin of a passenger ship is characterized by relative centralization and high density.The passageway layout of the cabin bears on the effectiveness of passenger evacuation in emergency situations.If the passageway is not direct and convenient for the evacuation of passengers to the direction of the open deck and rescue equipment,it will seriously affect the survival probability of passengers in critical situations,resulting in casualties and accidents.This paper introduces a case with typical characteristics and analytical significance in which the maritime administration found a defect involving the passenger cabin passage layout in the enclosed space of passenger ships in the special safety check,failing to comply with the requirements of laws and regulations.
