规范内河培训机构外聘教员管理的思考

摘要
全国内河船员培训的不均衡对外聘教员产生了现实需求,而前期法规的修订为外聘教员的存在提供了合法基础.但由于外聘教员的特殊属性,目前对于外聘教员的管理还存在诸多问题.因此,要深入研究外聘教员管理现状,制定和改进相应措施,真正发挥外聘教员在内河船员培训中的重要作用.
Abstract
The imbalance in the training for seafarers engaged on inland voyages has given rise to a practical demand for external trainers,and the revision of regulations has provided a legal basis for the existence of external trainers.However,due to the special attributes of external trainers,there are still many problems in the management of external teachers.Therefore,it is necessary to conduct an in-depth research on the current situation of the management of external teachers,formulate and improve corresponding measures,and give full play to the important role of external teachers in the training of seafarers engaged on inland voyages.
