Abstract
In the case that the shipowner,bareboat charterer and ship manager are not the same person,this paper expounds in detail how to define the liability of the three types of legal persons for the safety of ships,the hazard of the separation of the three types of legal persons and what regulatory measures should be taken by the maritime administration.
