摘要

海上风电场建设施工周期长、参与施工船舶种类多、施工工艺复杂,且建成后成为通航水域永久性水上水下设施,其建设期和营运期会对周边水域通航环境造成一定影响.通过研究国内外现有规范标准和海上风电场工程项目通航安全相关要求,基于福建莆田沿海通航环境,综合分析海上风电场水域通航面临的主要风险,论证海上风电场工程项目通航安全技术参数收集的必要性并探索提出备案标准,为船舶的安全航行提供参考,促进航运安全与海洋经济发展.

Abstract

The construction of offshore wind farms is characterized by long period,involvement of multiple types of construction ship and complex construction technology.They will become permanent maritime installations after being constructed and the construction and operation may bring about influence to the navigation in surrounding waters.Based on the study of the current international and domestic specifications and standards as well as relevant requirements concerning the navigation safety of offshore wind farm projects,the paper conducts a comprehensive study on the major risks faced by the navigation in the surrounding waters of wind farms based on the navigation environment of Putian coastal waters in Fujian province and probes into the necessity of collecting the technical parameters concerning the navigation safety of wind farm projects,aiming at providing reference for the safe navigation of ships and promoting shipping safety and marine economy development.
