摘要

通过介绍蕴藻浜及蕴藻浜警戒区水域通航环境,全面收集该水域的通航环境要素,精细化分析蕴藻浜警戒区船舶流构成及其日均流量,剖析蕴藻浜警戒区及周边水域2020-2022年发生的险情事故及其根本原因.从人、机、环、管四个方面提炼该水域船舶通航管理存在的安全风险,并从航法优化、交通组织、立体监管新模式和全过程海事监管等方面提出相应对策建议.

Abstract

Based on an introduction of the navigation environment of Yunzaobang and the Yunzaobang precautionary area,this paper comprehensively collects the elements of navigation environment in the waters,analyzes in details the composition of ship traffic flow and daily average flow,and probes into the incidents and accidents and their root causes in the Yunzaobang precautionary area and surrounding waters from 2020 to 2022.Based on the above,the safety risks of the navigation and management of ships in the waters are summarized from the four aspects of human,machine,environment and management,and the corresponding countermeasures are put forward from the perspectives of the optimization of navigation,traffic organization,new three-dimensional supervision mode and"whole process"maritime supervision and regulation.
