Push Foward the Reform of the Tonnage Tax System for International Ship Registration at Hainan Free Trade Port and Promote the Transformation and Upgrading of Maritime Supervision
The international ship registration system at Hainan Free Trade Port is intended to push forward institutional integration innovation and attract ships to register in Hainan.Based on a study of the causes for the difficulties in attracting Chinese-owned foreign-flagged vessels back to register in China from the perspective of economy,this paper puts forward the suggestion of carrying out a ship tonnage tax reform to reduce the burden of ship operation aiming at attracting such ships.Meanwhile,in order to ensure the quality of vessels intended for registration back in China,the results of the comprehensive safety assessment conducted by China MSA over the vessel should be the precondition to decide whether the vessel can be registered,which can expand the influence of China MSA in the shipping industry and upgrade the maritime supervision.
