Based on a background study including the border and coastal defense development and the relevant forces as well as the modernization of maritime law-enforcement capacities,this paper identifies the problems in the modernization development in the aspects of the maritime staff,means of supervision and regulation,legal system,etc.Furthermore,it puts forward suggestions on enhancing the modernization of maritime law-enforcement capacities and supporting the consolidation of border and coastal defense integration from the perspectives of enhancing the development of talents and the safety guarantee system and promoting overall legal development.
