In the maritime law enforcement,there are inconsistent practices and different requirements for the entry of the Yangtze River through the self-pilotage by captains and senior crew members holding the"Certificate of Inland Navigation Qualification for Sea Vessel Crew",often leading to the confusion of the vessel which may even face administrative penalties.Based on the provisions of relevant laws and regulations,this paper conducts an in-depth analysis of relevant issues taking into consideration law enforcement practice,in order to provide reference for maritime supervision.
