In order to deeply understand the International Management Code for the Safe Operation of Ship and for Pollution Prevention(ISM Code)and improve the applicability of the ISM Code,this paper uses deductive reasoning and comparative analysis methods to study the theory of the ISM Code.It puts forward the opinion that the principle of the ISM Code conforms to the main viewpoints of system management theory,management process theory and behavioral science theory.The ISM Code has a strong adaptability,but there are also some limitations,which should be fully considered when applying the ISM Code.
