According to the new Maritime Traffic Safety Law of the People's Republic of China,"the captain shall be responsible for the management and command of the vessel. The captain has the discretion to make independent decisions concerning the safety of life at sea,the security of the vessel,and the prevention and control of pollution caused by the vessel." In the interpretations of the the law,it has been clarified for the first time that "the captain,as the highest commander on board,is the principal person responsible for ship's safe operation",which is a right entrusted to the captain in ship management by the law. It is crucial for ensuring the essential safety of maritime traffic to seize the core role of the captain as the principal person responsible for ship's safe operation and implement the main responsibility of shipping companies for safe operation.
