The rapid development of the yacht industry in Dalian has brought about a series of regulatory challenges. In response,Dalian Maritime Safety Administration has made active exploration and stuck to source governance and comprehensive governance,producing experience and practices on yacht supervision characterized by "shore-based maritime management,port-based vessel management,centralized mooring,whole-process supervision,law-enforcement coordination and legal deterrence". Based on an in-depth study of the experience,the paper identifies the characteristics of the supervision measures and innovative practices,discusses the existing problems and challenges,and proposes specific and feasible suggestions for improvement. It is expected to provide valuable reference and insight for the yacht supervision in other regions and promote the high-quality and sustainable development of the yacht industry in China.
