At present,due to the early construction planning and long operation cycle of some dock berths in China and the development of ships towards larger scale,the docks are unable to meet the needs of safe berthing. After the implementation of the new Maritime Traffic Safety Law,it provides a legal basis for the maritime administration in the management of ships beyond the limited level to berth at docks. From the perspective of ensuring safety in port waters and promoting the sound development of local port economy,the maritime administration should strengthen the supervision over such berthing in accordance with the law.
