Traditional aids to navigation (AtoN) management often focuses on the qualitative evaluation of results. However,the control of costs for AtoN maintenance requires the optimized allocation of resources in the whole process of operation scheduling,and quantitative calculation of the work time and resource consumption of AtoN operation unit,so as to inspire employees to improve work efficiency and reduce maintenance costs in a way of positive incentive. Through designing quantitative assessment indicators and performance appraisal management approach,as well as more than 3 years of statistical data analysis,it is indicated that the application of the quantitative management mode can effectively improve the performance level of AtoN management unit and reduce the maintenance costs of AtoN.
