The prolonged downturn in the shipping industry has resulted in recurrent incidents where Chinese seafarers abroad are forced to claim their repatriation rights due to unpaid wages and other related issues. This paper,based on the rulings of the Qingdao Maritime Court in the case involving unpaid wage of "R" vessel,focuses on the rights and obligations of seafarer recruitment and placement services in the process of seafarer deployment,analyzes the legal status and attributes of such agencies,and offers recommendations for improving the seafarer dispatch system.
