党的三大对全国党代会制度发展的创新作用

摘要
党的三大是中共党史上的一次重要会议,从中国共产党全国代表大会制度发展的历程来看,党的三大的创新作用集中体现在三个方面:第一,从代表选举看,党的三大起到了由指派推荐向民主选举发展的重要过渡;第二,从会前统一思想看,开预备会、起草反映与会代表共识的大会材料,这两项制度是从党的三大开始的;第三,从会议议程看,党的三大第一次修正完善党章,在中央领导机构选举方面也有所创新,为之后党代会的制度建设提供了经验借鉴.
Abstract
The 3rd National Congressis an important meeting in the history of the CPC.From the perspective of the development process of the National Congress system of the CPC,the innovative role of the 3rd National Con-ferences is embodied in three aspects:first,from the perspective of delegate election,the 3rd National Conference realized an important transition from appointment and recommendation to democratic election;second,from the perspective of unified thinking before the conference,the two systems of holding preparatory meetings and draft-ing conference materials that reflected the consensus of the delegates were started since the 3rd National Confer-ence;and third,from the perspective of conference agenda,the 3rd National Conference amended and improved the Party Constitution for the first time,and also innovated in the election of central leading bodies,providing ex-perience and reference for the institutional construction of Party congressesthereafter.
