Modified Delphi technique construction of a tool for assessing vaccination clinic services capacity
Objective To develop a tool for assessing vaccination clinic services capacity.Methods We used a modified Delphi technique to conduct two rounds of expert consultation and scoring of candidate indicators for assessing vaccination clinic services capacity.We calculated means,standard deviations,coefficients of variation,and full-score ratios of each indicator to formulate screening boundaries.We used an analytic hierarchy process to calculate weights for each indicator(weights total to 100)and finalize the assessment tool.Results Response rates of the two rounds of expert consultation were 100%(35/35)and 94.29%(33/35),with expert authority coefficients being 0.84 and 0.83 and concordance coefficients for experts'scores being 0.212(x2=698.35,P<0.001)and 0.214(x2=813.33,P<0.001).The final assessment tool included three primary,12 secondary,and 43 tertiary indicators.The primary indicators included configuration capacity,implementation capacity,and service outputs,with weights of 19.76,49.05,and 31.19.Conclusions The vaccination services capacity assessment tool had a comprehensive set of indicators and had good reliability.The tool can be used and optimized in practice.
