Evaluation on national health education policies for medical institutions based on PMC index model
Objective To quantitatively evaluate national health education policies for medical institutions in Chi-na,and to provide support for the formulation and improvement of relevant policies in this field.Methods The health edu-cation policies of medical institutions issued at the national level from 2000 to 2022 were collected as research object,high-frequency words were selected by text mining methods and then its social network map was drawn.PMC index model based on high-frequency and reviewed literature was established to evaluate the quality of health education policies.Results This study enrolled 47 policies as the research object,analyzed their trends of releasing time,and generated a social network map of high-frequency words.Then,a health education policy evaluation system was constructed,which included 9 first-lev-el and 32 second-level variables,to calculate the PMC index of 11 typical policies and make policy ratings.The average score of PMC index of 11 health education policies for medical institutions was 5.42,and the quality level of each policy was rated pass or above.From the average score of each first-level variable,the score of variables such as mode of action(0.82),policy evaluation(0.77),and policy nature(0.76)were relatively high.Conclusion In general,the devel-opment of health education policy for medical institutions has sufficient background,clear objectives,and good stability,but,there is still space for improvement.In future,it is necessary to improve the policies from the aspects of clarifying health education performance evaluation standards,establishing incentive and restraint mechanisms,and clarifying the divi-sion of rights and responsibilities.
