面对国家对海绵城市建设的高度重视,在具体落实过程中,政府、职能部门及规划设计单位肩负着巨大责任,又面临着不少矛盾和障碍,有些是由于城市所处的发展阶段客观存在的,有些是由于国家层面技术支撑不足、管理体制不完善等造成的.新的工程思维和实践,需要保障建设过程可控管理的技术规范和管理体系.这种体系与实践都在动态协调过程中,应借鉴国内外成功经验,把握遵循自然的本底指标,因地制宜地综合运用工程性和非工程性措施,平衡城市建设与水资源环境的需求和矛盾,优化和调整城市水系统.城市被重新设计不只为了在当前涝情中谋求生存,而是借助改造取得更好的可持续发展.目前,不少海绵城市建设存在着目标不够明确、机械应用控制指标等根本性问题.为了更好地推动海绵城市规范建设,以厦门海绵城市建设经验为例,对上述问题进行阐述,以供参考.
Reconsideration of Current Sponge City Development Practice: A Case Study of Xiamen
As the sponge city construction has attracted the great attention from the national and municipal governments,various management departments,planning and design units are laden with great responsibilities and facing several contradictions and barriers in the process of implementing.Some exist objectively in the special development phase of Xiamen,some come from the lack of technical support and the imperfect management system.New engineering thinking and practice need technical standards and management system to guarantee the controllable management of construction process,and this sys tem and practice are in the process of dynamic coordination.The following measures should be taken:learning from the successful experience at home and abroad,following the natural background indexes,using engineering and non-engineering measures according to the conditions,balancing the demand and contradiction between the urban construction and the water environment,optimizing and adjusting urban water systems.Urban redesign is not only for seeking survival in the current waterlogging,but also for the better sustainable development.At present,there are fundamental problems associated with sponge urban construction such as unclear goal,mechanical application of control indicators.In order to promote the standardized construction of sponge cities,Xiamen experience in sponge city construction was selected to elaborate the above problems for reference.
