摘要
受到疫情影响的三年期间,数字社交媒体发挥了十分重要的作用.因其公开、便捷的特点打破了传统意义上管理的时空限制,为社区精细化管理在后疫情时期的社区治理提供了新的治理场景和工具.本文基于实地调查问卷结果和现有文献资料进行综合分析,梳理当前社区治理中所遇到的困境,借鉴枫桥经验自下而上的管理方式,对政府部门、基层治理部门、社会组织部门进行针对性的建议提出,如社交媒体实践的精益管理、媒体赋权、形成认同、柔性动员、协同共治等路径,为后疫情时代社区数字化治理的发展提供相应的对策方案.
Abstract
During the three years affected by the epidemic,digital social media played a very important role.Due to its open and convenient characteristics,it has broken the traditional time and space constraints of management,providing new governance scenarios and tools for community fine management in the post epidemic period of community governance.This article conducts a comprehensive analysis based on field survey questionnaire results and existing literature,combs the difficulties encountered in current community governance,and draws on the bottom-up management approach of the Fengqiao experience to provide targeted suggestions for government departments,grassroots governance departments,and social organization departments,such as lean management of social media practices,media empowerment,identity formation,flexible mobilization,and collaborative co-governance.It provides corresponding countermeasures for the development of community digital governance in the post-pandemic era.
