摘要
我国已经步入城镇化较快发展的中后期,城市发展模式正从速度走向深度、粗放走向精细、体力走向智力、治标走向治本.城市信息模型(CIM)作为新型智慧城市建设的主要抓手,能为城市提质增效带来不可估量的价值.面对"新城建"下的CIM建设热潮,本文按照"概念梳理、问题解析、体系建设"思路框架,从本质与技术两方面对CIM内涵进行解读,结合全国第一批试点成果,阐述CIM建设和应用的特点,并根据目前CIM建设与发展形势分析了现存问题,同时在基础资料调研方面做了梳理工作.CIM的本质是编织城市图景推动人文世界、物理世界以及数字世界之间的有效信息交流与融合,然而较强的建设需求与尚不成熟发展格局是目前CIM存在的重要矛盾.本文聚焦应用驱动力,通过综合分析规划搭建了城市全生命周期的"规、建、管、养、用"新型框架体系,旨在为CIM的全面推广与建设规划提供理论与实践参考.
Abstract
China has entered the middle and later stages of rapid urbanization,and the urban development model is moving from speed to depth,from extensive to refined,from physical strength to intelligence,and from addressing symptoms to addressing the root cause.The City Information Model(CIM),as the main lever for the construction of new smart cities,can bring immeasurable value to improving the quality and efficiency of cities.Faced w ith the wave of CIM construction under the"new urban construction",this article is based on the idea of"concept sorting problem analysis system construction",interprets the connotation of CIM from two aspects:essence and technology.Combining with the first batch of national pilot results,it elaborates the characteristics of CIM construction and application,and analyzes the existing problems based on the current situation of CIM construction and development.At the same time,the basic data research has been sorted out.The essence of CIM is to weave urban landscapes and promote effective information exchange and integration between the human world,physical world,and digital world.However,the strong construction demand and immature development pattern are important contradictions in CIM currently.This article focuses on the driving forces of application and builds a new framework system of"planning,construction,management,maintenance,and utilization"for the entire urban life cycle through comprehensive analysis and planning,aiming to provide theoretical and practical references for the comprehensive promotion and construction planning of CIM.
