本研究深入探讨了数字素养与智慧城市建设之间的内在联系及其协同发展策略.全民数字素养作为智慧城市建设的基础,对于智慧城市的建设具有显著的推动作用.文章从何以必要、何以可行、何以可为三个维度,阐述了全民数字素养在智慧城市建设中的核心作用,并提出了相应的提升策略.面对数字鸿沟、技术更新及数据安全等挑战,需要全社会共同努力,通过普及数字素养教育、构建动态教育体系及加强法律法规建设等措施,推动全民数字素养的持续提升.展望未来,全民数字素养与智慧城市建设将继续深度融合,为民众创造更加便捷、安全、智能的生活环境.本研究为推动城市治理现代化、提升公共服务质量提供了重要的理论与实践指导,对促进国际交流与合作、推动全球智慧城市的发展具有一定的借鉴意义.
Abstract
This study delves into the intrinsic relationship between digital literacy and smart city construction,exploring synergistic development strategies.As the cornerstone of smart city construction,nationwide digital literacy plays a significant role in propelling its progress.The article elucidates the pivotal function of nationwide digital literacy in smart city construction from three perspectives:necessity,feasibility,and potential.It further proposes corresponding enhancement strategies.Confronted with challenges such as the digital divide,technological advancements,and data security,concerted efforts from the entire society are imperative.Measures such as promoting digital literacy education,establishing a dynamic educational system,and strengthening legal and regulatory frameworks are essential to facilitate the continuous improvement of nationwide digital literacy.Looking ahead,the integration of nationwide digital literacy and smart city construction will continue to deepen,creating a more convenient,secure,and intelligent living environment for citizens.This study provides valuable theoretical and practical guidance for modernizing urban governance and enhancing the quality of public services.It also offers insights for promoting international exchanges and collaborations and advancing the development of smart cities globally.
