摘要
城市精细化管理服务平台运用城市级多维数据和各类智能模型,帮助城市管理者及时精准地发现问题、对接需求、研判形势、预防风险,在低层级以相对较早的时间和较小成本,解决突出问题,取得较好的综合效应,实现高效协同管理线上线下的城市管理新实践.通过数字化、网络化、信息化、智能化的升级改造,实现各业务系统的互联互通,最终实现城市管理和应急处置的全城覆盖、依责承接、智能派单、分级响应和高效处置.本文基于阜新市运行管理服务平台研究成果,通过对城市管理精细化业务流程分析,聚焦提升发现能力、行动能力和预警能力,为城市管理者开展工作提供坚实的辅助和支撑.
Abstract
The urban refined management service platform utilizes city level multidimensional data and various intelligent models to help urban managers timely and accurately identify problems,connect needs,analyze situations,and prevent risks.At lower levels,it solves prominent problems at a relatively early time and at a relatively low cost,achieves good comprehensive effects,and realizes efficient collaborative management of online and offline urban management practices.Through the upgrading and transformation of digitalization,networking,informatization and intelligence,the interconnection of various business systems is realized,and finally the city-wide coverage,responsibility-based undertaking,intelligent dispatch,hierarchical response and efficient disposal of urban management and emergency response are realized.Based on the research results of the operation management service platform of FuXin City,this paper focuses on improving the ability of discovery,action and early warning through the refinement of urban management business processes,so as to provide solid assistance and support for urban managers to carry out their work.
