信息溯源和智能感知技术在出境货物木质包装监管中的应用研究

本文详细描述了武汉海关基于信息溯源和智能感知信息化技术,开展出境货物木质包装检疫监管新模式相关探索的应用研究.通过建立标准统一的公共信息化服务平台,打破企业与监管部门之间的数据藩篱;通过将高精度传感设备嵌入企业生产环节,实时感知除害作业中的温度、湿度、持续时间等技术指征变化,由算法模型智能判别除害作业的合规性,形成了监管环节的适时前移;应用二维码溯源技术整合企业、货物、除害作业和IPPC标识等多种要素信息,建立木质包装"档案信息",将监管顺势后延.经过不断的实践改进,逐步建立起全流程、可追溯、智能化的出境货物木质包装检疫监管新模式,有效解决出境货物木质包装易伪造、难追溯的监管难题.
Research on the Application of Information Traceability and Intelligent Perception in Customs Supervision of Outbound Wooden Packaging
This article provides a detailed description of the research of Wuhan Customs on exploring a new mode of quarantine supervision for outbound wooden packaging based on information traceability and intelligent perception.A standardized and unified public information service platform is built to break down the data barriers between enterprises and customs;High-precision sensing devices are embedded into the production process of enterprises to get a real-time sensing of changes of the parameters such as temperature,humidity,and duration during the pest control operations,and the compliance of pest control operations can be intelligently determined by algorithm models,forming a timely shift in the regulatory process;The QR code traceability technology which can integrate various element information such as enterprises,goods,pest control operations and IPPC labeling is used to establish a"file information"for wooden packaging,thus extending supervision accordingly.Through continuous practice and improvement,a new mode of quarantine and supervision for outbound wooden packaging that is full-process,traceable,and intelligent has been gradually established,effectively solving the regulatory problems of outbound wooden packaging which can be easily forged and is difficult to trace.
