本文分析了我国海关进口食品分类编码现行体系及其对海关建设和食品溯源管理的影响.通过比较国际食品法典委员会(Codex Alimentarius Commission,CAC)、欧盟食品分类与描述系统(Comprehensive Food Classification and Description System,FoodEx2)、日本"肯定列表制度"和美国饮食研究食品和营养数据库(Food and Nutrient Database for Dietary Studies,FNDDS)等体系,提出了建立统一的食品分类框架、完善食品安全标准、构建科学编码体系等策略,以推动进口食品分类编码的科学应用,提升海关监管水平.
Exploratory Study on Imported Food Classification and Numbering Rules
This paper analyzes the current customs classification and numbering system of imported food in China and its impact on the construction of customs and food traceability management.By comparing the systems of Codex Alimentarius Commission Codex Alimentarius Commission(CAC),EU Comprehensive Food Classification and Description System(FoodEx2),Japan's Positive List System and U.S.Food and Nutrient Database for Dietary Studies(FNDDS),this paper puts forward strategies of establishing a unified food classification framework,improving food safety standards,and constructing a scientific coding system in order to promote the scientific application of the classification and numbering of imported food and enhance the efficiency of customs control.
