摘要
通过不断优化调整,阜新市基本形成了符合新时代防汛抗旱工作要求的新指挥体系,有效改善了技术支撑体系、应急抢险救援体系、监测预警体系、制度和责任体系等,经过2019年、2020年的实践检验,实现了防汛抗旱"少损失、少伤害、不死亡"的工作目标.基于此,全面探讨技术支撑、指挥决策、防汛措施、基层"防办"能力等方面存在的问题,并结合水旱灾害防御信息化特点提出下一步工作举措和对策.
Abstract
Through continuous optimization and adjustment,Fuxin City has basically formed a new command system that meets the requirements of flood prevention and drought control in the new era,effectively improved the technical support system,emergency rescue and rescue system,monitoring and early warning system,system and responsibility system,etc.,and achieved the work goal of"less loss,less injury,and no death"in flood prevention and drought control after the practical test in 2019 and 2020.This paper comprehensively discusses the existing problems in technical support,command decision-making,flood prevention measures,and grassroots prevention capabilities,and puts forward the next work measures and countermeasures based on the characteristics of flood and drought disaster prevention informatization.
