摘要
以阜新市为研究对象,从监管主体地位重视、技术力量储备、法规制度制定以及组织机构建设等角度着力排查水利工程质量监管问题,并提出强化监管意识、优化抽查方式、规范质量监管、加强学习培训、做好档案管理、积累信息资源、健全监督机构、完善监管制度、推进信息化管理、创新检查机制等对策,为提高水利工程质量监管效率提供参考依据.
Abstract
Taking Fuxin City as the research object,this paper focuses on investigating the quality supervision problems of water conservancy projects from the perspectives of attaching importance to the status of supervision subjects,technical strength reserves,formulating laws and regulations,and organizational construction,and puts forward countermeasures such as strengthening regulatory awareness,optimizing spot check methods,standardizing quality supervision,strengthening learning and training,doing a good job in file management,accumulating information resources,improving supervision institutions,improving supervision systems,promoting information management,and innovating inspection mechanisms.It provides a reference basis for promoting the quality supervision efficiency and modernization of water conservancy projects.
