Aiming at the decision-making problem under uncertain language conditions,a fuzzy semantic TOPSIS comprehensive decision-making method based on the minimum semantic value deviation was proposed,considering the hesitation and preference of experts when choosing aircraft maintenance engineering measures.Firstly,according to the concept of hesitant fuzzy language,the term sets of hesitant fuzzy language are set up and converted into semantic values.Secondly,in order to get a more reasonable weight vector,the weighted average semantic value and the decision-maker's preference semantic value were used to construct a deviation function to solve the attribute weight.Then the TOPSIS method was used to sort the alternative schemes.Finally,the effectiveness and possibility of the proposed method are verified by an example of engineering measure selection of a certain type M component.
