摘要
为实现"碳达峰、碳中和"目标,生态环境部坚持对碳排放数据弄虚作假行为"零容忍",持续对包括碳排放数据在内的环境数据造假行为保持高压态势.火电厂亟需建立一套碳排放数据的全链路溯源存证系统,确保碳排放数据可信、可靠,能够自证达到监管部门的核查要求.本文使用区块链技术、图像识别技术、流媒体视频截取以及存证技术,建立一套基于采样、制样、混样、检测/化验、留存的全链路溯源体系,有利于提升火电企业存证数据质量,为后续碳排放、碳配额核算提供可信的数据基础.
Abstract
To achieve the goal of peaking carbon emissions and achieving carbon neutrality,the Ministry of ecological environment insists on"zero tolerance"for falsification of carbon emission data,and will continue to maintain a high pressure on falsification of environmental data,including carbon emission data.Thermal power plants urgently need to establish a full link traceability and certification system for carbon emission data,so as to make the carbon emission data credible,reliable and self certified to meet the verification requirements of regulatory authorities.This paper uses blockchain technology,image recognition technology,streaming media video capture and certificate storage technology to establish a full link traceability system based on sampling,sample preparation,mixing,detection/testing and retention,which is conducive to improving the quality of certificate storage data of thermal power enterprises and providing a reliable data basis for subsequent carbon emissions/carbon quota accounting.
